Video: OMB Director Lies his face off for five straight minutes

I seriously do not understand how these people stand existing inside their own skin. For five straight minutes, Barack Obama's OMB Acting Director Jeffrey Zients would not answer a very simple question from Senator Jeff Sessions (R-AL) about whether the proposed budget would increase spending.
